Harvey Dent was like the JUSTICE guy and didn't like Batman because Batman did JUSTICE differently. Then he was kidnapped and Batman saved him over Rachel, which made Harvey angry because A) Although he was okay, Rachel was dead, and B) Batman's way of JUSTICE saved one life, whereas HIS way of JUSTICE wouldn't have saved either of them (the Joker was just too powerful). The mental trauma, the guilt over the loss of Rachel, and the loss of his belief in his beliefs made him just hate everyone.
